Villager pathfinding is weird, in order for them to think they can access a work station, they need to think they can pathfind to the top of the work station. (And my best guess) is the trap door over top the work station, I think they need the block above it to be open air. Because the trap door is, in fact, a door, another villager down the hall might be claiming the podium and the closer villager can't for that reason.
